26 April 2026: In a landmark decision aimed at fulfilling the long-standing aspirations of the people of Ladakh and strengthening grassroots governance, the Lieutenant Governor of Ladakh, Shri Vinai Kumar Saxena, on 27 April 2026 approved the issuance of a notification for the creation of five new districts in the Union Territory. With this historic development, the number of districts in Ladakh has increased from two to seven. The newly created districts are Sham, Nubra, Changthang, Zanskar, and Drass. The decision follows the approval granted by the Ministry of Home Affairs (MHA), Government of India, in August 2024 for the formation of these districts. The creation of the new districts is expected to significantly improve administrative efficiency, strengthen governance, enhance public service delivery, and address the long-pending demands of residents, particularly those living in remote and geographically challenging regions of the Union Territory. Describing the move as a major milestone in Ladakh’s development journey, Lieutenant Governor Shri Vinai Kumar Saxena stated that the decision is in line with the vision of Hon’ble Prime Minister Shri Narendra Modi for a developed, prosperous, and inclusive Ladakh, a vision that has guided the Union Territory since its formation in 2019. Of the five new districts, Nubra (Headquarters: Diskit), Sham (Headquarters: Khaltse), and Changthang (Headquarters: Nyoma) have been carved out of Leh district. Meanwhile, Zanskar (Headquarters: Padum) and Drass (Headquarters: Drass-Ranbirpura) have been created from the existing Kargil district. Following the notification, the territorial boundaries of all seven districts have been formally defined. The Deputy Commissioner of Leh, Santosh Sukhadeve chaired a meeting to discuss the conduct of the Chadar Trek 2024. The meeting addressed concerns about the safety of tourists undertaking the trek, considering the current conditions of the Chadar route. During the session, Deputy Superintendent of Police, UT Disaster Response Force (UTDRF), Sonam Dorje, provided a detailed briefing on the present situation of the Chadar route. He highlighted that the ice formation on the trail is not stable, raising potential safety issues for those planning to embark on the Chadar Trek. Expressing genuine concern for the safety of tourists and the overall enthusiasm surrounding the Chadar Trek, DC Leh, Santosh Sukhadeve directed the UTDRF to collaborate with the All Ladakh Tour Operators Association (ALTOA) Leh to conduct a thorough review of the situation on January 11 or 12, with a primary focus on ensuring the safety of the Chadar Trek participants. In the event that the situation is deemed critical, Deputy Commissioner Sukhadeve made it clear that he would prohibit tourists from undertaking the Chadar Trek until conditions improve. With fluctuation in temperature and changing weather patterns, a thick layer of ice is missing from the surface of the Zanskar river. Sometimes, the chadar (ice on river surface) breaks at some places making it risky for tourists to walk on it. January and February are the ideal months for chadar trek. The Chadar trek in Leh provides employment to hundreds of local residents including porters and guides. The local people are worried for freezing of the thick ice as Leh administration has made it clear that chadar trek will be allowed only after ensuring safety of the tourists. Turtuk is the northernmost village and gram panchayat of India in Nubra valley of Leh district of Ladakh, about 205km from Leh town and is on the bank of Shyok River. Turtuk opened for tourists in 2009 and it was under control of Pakistan since Independence till 1971. India took control over Turtuk during Indo-Pakistan war of 1971. India and Pakistan had again a war around Turtuk during Kargil War of 1999. Now Turtuk is one of the major tourist destinations (sightseeing places) in Ladakh. Besides Turtuk, Thang (last village near LOC) and Tyakshi have also become tourist attractions. A few memorials built in the memory of soldiers can be seen on the road leading to zero point of India-Pakistan Line of Control (LOC). Many tourists visit Turtuk village between May and October. Turtuk is a Muslim village having population of about 3,500 residents and its residents speak Baltistani, Ladakhi and Urdu languages. Siachen Glacier is also accessible from Turtuk side. Turtuk village offers beautiful views of Shyok valley. Turtuk is said to be the only place in India where one can witness Balti culture. Tourist movement is allowed till Tyakshi, another Balti village beyond Turtuk. However, Thang is the last and northernmost village of India, about 4km from Turtuk just before LOC, but tourists are not allowed to visit the village. Thang is clearly visible from Tyakshi on the other side of Shyok river. Turtuk is basically divided in three sections -- main market (small market of the village) area on the Hunder-Tyakshi road and upper main village area is divided into two by a small nullah, a tributary of Shyok river. Synopsis: Keylong-Padum bus service is going to become reality very soon as HRTC has conducted a successful trial on this route. The plan is to run the bus on Rewalsar-Kullu-Manali-Keylong-Darcha-Padum route. Keylong-Padum bus service will help in tourism promotion in the region. Himachal Roads Transport Corporation (HRTC), which operates buses on the country's longest and highest route between Delhi and Leh, will soon start a bus service between Padum in Kargil district's Zanskar valley and Keylong and Manali in Himachal Pradesh. The bus service, depending on demand, will be operated from Rewalsar in Himachal’s Mandi district. HRTC has successfully conducted a trial run of a 29-seater mini bus between Lahaul-Spiti district’s headquarter Keylong and Zanskar’s headquarter Padum. First of its kind, the bus service will start immediately after completing the permit related formalities. Initially the bus may run on Keylong-Padum route but the plan is to run the bus on Rewalsar-Padum route. Anshit Sharma, HRTC regional manager at Keylong, was quoted as saying: “The trial run has been successful. Once we complete all the formalities, the bus service will be launched immediately. Initially we plan to run only one bus, but if passenger load increases, we may increase the buses. The route permit is between Rewalsar and Padum. We are hoping for the success of the bus service.” Zanskar being a Buddhist dominated valley, the residents have cultural and religious relations with Himachal, especially Lahaul-Spiti district and Rewalsar in Mandi district. Earlier, people of Zanskar used to enter Himachal after many days of hard trekking via Shinku-la pass or after three to four days long road journey via Kargil, Leh and Sarchu. Pangong Lake (Pangong Tso), the main tourist attraction of Ladakh, has reopened for tourists after remaining closed for months following the ongoing India-China standoff. According to Leh administration, the lake is open for tourists from January 10 and tourists can obtain an inner-line permit to visit Pangong Lake from the DC office or also online from their official website. The happy news has come when famous Chadar trek of Ladakh has started. A large number of tourists are expected to visit Ladakh in winter months to experience the winter season and frozen Pangong Tso. Pangong lake in the Eastern Ladakh, close to the LAC (disputed Aksai Chin), about 150km from Leh, is the main tourist attraction in Ladakh. The lake known for its bluish water which changes its colours many times in a day is visited by lakhs of tourists every year. However, the lake remained out of reach of tourists this year. With Pangong lake remaining closed for tourists due to unrest at India-China border, it has badly impacted tourism in Ladakh. The hoteliers, travel agents, taxi drivers and other stakeholders were praying for peace at the border so that Pangong Lake opens for tourists once again and bring back tourism business to the cold deserts -- popularly known as mini Tibet. The Ladakh Tourism department has also announced that “Pangong Lake Opens for tourists from January 10” through its twitter post. Although Pangong lake was closed for tourists even before the Galwan valley clashes between India and Chinese troops, the clashes made the lake out of bounds for longer time as tension between both the nations kept mountain ever since.
