New parking to come up in Leh at Rs 26 cr

LEH: The Deputy Chief Minister of Jammu & Kashmir State Dr Nirmal Kumar Singh who is also the Minister for Housing and Urban Development today inspected the site for construction of multi tier parking facility at Leh under AMRUT (Atal Mission for Rejuvenation and Urban Transformation) and ongoing initial works for Solid Waste Management Plant under Leh beautification project across the mountain of Skampari Leh today morning. He was accompanied by Minister for Ladakh Affairs and Cooperative Chhering Dorjey, Chief Executive Councilor LAHDC Leh Dr. Sonam Dawa, Executive Councilors, DC, Leh Prasanna Ramaswamy G and engineers.

While inspecting the site for construction of multi tier parking facility at Leh, the minister was informed that tender for this parking facility with capacity of 263 Cars with a total estimated cost of Rs. 26 crore has already been flouted and Kinetix Company has been engaged as a consultant agency for all the projects in Leh under AMRUT. For earliest completion of this much awaited project, Dy CM Dr. Nirmal directed DC Leh for earliest demolition of all the buildings from the site and also directed him to ensure time bound completion of the facility.

Later, while inspecting the initial works of Solid Waste Management system of Leh Town across the mountain of Skampari Leh with the a total sanctioned cost of Rs. 10.94 crore, Dr. Nirmal and Minister Dorjey observed that besides completion of approach road and 2 Nos of Trench executed by Construction Division, no progress was achieved at the site. Inquiring about the reasons for delay in installation of In Vessel Composed Plant at the site from the engineers of WAPCOS Ltd engaged for the project, Dy. CM and Minister Dorjey directed DC Leh to take written dateline statement from the CMD of WAPCOS for earliest completion of this project and impose penalty as per the agreement if they are unable to achieve the target.

While reviewing the progress of ongoing earth excavation works for Sewerage and Drinking Water projects under Leh beautification projects in a meeting, Exn PHE Leh assured Dy. CM that all the excavation works in Leh town will be completed by the mid June 2017 and handed over to R&B and Construction Division for blacktopping of the roads. To ensure speedy progress, CEC Dr. Dawa directed EC Works Dorjey Motup and Executive Engineers for continuous monitoring of the projects and update him accordingly.

Meeting held on housing, power and water projects

Under the chairmanship of Dy CM Dr. Nirmal Singh a meeting was convened to review the ongoing works of Housing and Power departments yesterday. The meeting was attended by Minister for Ladakh Affairs and Cooperative Tsering Dorjey, CEC LAHDC Dr. Sonam Dawa Lonpo, EC Works Dorjey Mutup, EC Agriculture Tsering Wangdus, DC Leh Prasanna Ramaswamy G, Chief Engineer, SE PDD, Ex-En PHE, Ex-En PDD, Ex-En Construction, Ex-En Projects, Ex-En R&B, Administrator MC and engineers of PDD.

Dr. Singh enquired about the progress of four major projects sanctioned under Urban Infrastructure Development for small and medium town (UIDSSMT). CEC explained that 50% of water supply and sewerage system has been completed and by end of May all the debris from the road will be cleared and the roads will be handed over to R&B department for tar mechadisation. He added that execution of the sewerage treatment plant has also commenced and the solid waste management is under work. He also informed him about the two foot bridges to be completed by end of this season, the development of garden along Housing Colony on Leh Manali national highway, multi story parking in Leh town and other projects under AMRUT.

During the meeting Dr. Singh stressed upon the Engineers to follow a time line while executing any such big projects and directed them to have everything in written. At the same time he instructed DC and all the heads of engineering wing to conduct timely review daily, weekly, fortnightly involving Hill Council while considering a comprehensive view and ensuring quality work. He urged CEC and DC to approach outside consultant companies to participate in the tendering for various project. He directed DC to coordinate with the departments to ensure timely completion of the project. He also directed Ex-En R&B to redesign the open stadium near Spituk and to complete the project within the earmarked amount of Rs.4.50 crores at the earliest.

Dy CM enquired about the status of DDUJY and power grid in Leh district and the present electrification scenario. A detail description of power supply, transmission lines and other details were provided by CE, SE and EX-Ens. He said that the present government is committed to provide 100% electricity and all efforts are being made to stabilize PDD in state which he said disturbs the state budget. “Once PDD gets corrected things will automatically fall into place,” says Dr. Singh.

The issues of PDD were also highlighted and in particular the staff shortage at Ex-En and lower staff level, need for more substations and regularisation of daily wagers. Dr. Singh decided to call for a separate meeting in secretariat to discuss on all the issues and demands of PDD and directed the officers to come prepared with detail reports. He gave full assurance to attend to the problems and challenges faced by PDD in Leh to ensure uninterrupted power supply in the region. He further informed that the issue of regularisation of daily wage labourers from Leh has been taken up separately and ensured to redress the issue in next 15 to 20 days. CEC also raised the issue of Utilisation Certificate not delivered to centre government from state on time thus hindering timely sanction of funds for Leh district. Dr. Singh ensured him t take up the matter with state government and look for way out to send UCs from Leh on time to Centre considering short working season in Leh.
